1.  Persons concerned should be able to afford medical treatment abroad as medical treatment in foreign countries is expensive. These days many persons from Middle East countries are flocking to India for treatment as expenditure here is much less than it is in West.So to go to the West for treatment the horoscope must show "Dhan Yogas"(wealth giving yogas).         

2.Secondly, the houses/lords of6th,7th,8th,9th and 12th would be involved with relTravel abroad  for medical treatment.   evant dasa.6 th and 8th lords would show disease,whereas 7th 9th or 12th would show diseases, whereas 7th, 9th, 12th would depict foreign travel. Rahu/Kethu's influence and other normal rules would apply.
